Roll Call and Introductions:  
Board Members Present: Bruce Gekko, Linda Vaughn, Roger Guidi, Robert Durr, and Judy-Lynn  
Kiersey (alternate). Absent: Andy Cohan, Dr. Vin Mathur, Linda Kralik.  
County Reps: Jeff Schultz (Blackhawk Police Chief), Carol Mascali (Supervisor Andersen’s  
Office) Absent: Tyler Hahn (CHP Representative)  
Residents and guests present: In-Person: Andrew Konieczny (HOA), Ron Banducci, Blackhawk  
resident, Paul D, Blackhawk resident. Online: Will Pickering (BHCC COO)

Review and approve Record of Actions for February 10, 2026. Roger Guidi  
- Motion, Linda Vaughn– Second: Motion Passed unanimously with  
members present.

Chief of Police Report-February 2026  
A. 470 Calls for Service: 9 Reports, 2 Felonies, 0 Misdemeanor, 2 Arrests (out of the District)  
Felonies:  
- Suspects forced open a rear door to a vacant residence with the intent to burglarize it. Nothing  
appeared to have been stolen from the home as all items of value had been removed. 2 suspects  
were identified during a traffic stop, warrants were issued and they were subsequently arrested.  
- Unknown suspect(s) obtained one of the victim’s checks. They washed them, forged them and  
deposited the checks via online banking. The case has been forwarded to Investigations Division.  
Misdemeanors: None  
- Other 7 reports were either supplemental reports or not criminal in nature.  
B. Arrests via warrants only (above)  
C. Incidents of Interest  
- Deputies and Danville PD Officers responded to what was reported as a burglary in progress.  
Upon arriving on scene, deputies determined a caretaker arriving for his first shift in the  
community entered the wrong residence, where he was confronted and police were called. Due to  
the large police response nearby residents were concerned.  
D. Volunteers in Policing: 12 hours served by four volunteers. All volunteers provided routine  
security checks and Vacation House Checks/extra patrol.  
E. Items of interest:  
- Retirement of Blackhawk Chief Schultz as of March 27th, 2026. Transition includes selection  
of a replacement. The Chief extends appreciation to be retiring at the end of his tenure with  
Blackhawk. The community and Advisory Board extends its gratitude to Chief Schultz and  
wishes him the best in his retirement.  
Bruce Gekko asked about longevity expectation for deputies and chief to stay assigned to P2A  
service area. The Chief advised that there are no formal contracts, and these types of assignments  
are generally 4 years, but most deputies in BH stay for at least 2 years. Next Chief may have  
different expectations for his deputies.  
Coffee with the Chief will resume in March 18, 2026. New Chief will also attend if timing  
allows. Send the Chief off with a large participation!

C.H.P. Report-February 2026  
Linda Vaughn reported on behalf of Officer Hahn: 2 crashes on Blackhawk Road. Full report at  
the next meeting.

Old Business:  
A. Budget projections thru 2032/33  
Reviewed in the past but nothing new. It will be discussed in more details with the Chief and  
Andy Cohan. We still project a shortfall that will require some type of mitigation: HOA  
contribution and/or Parcel tax. We will push this agenda item forward to April Meeting.  
B. Process for P2A and HOA to communicate regarding future Parcel Tax Campaign.  
We will push this agenda item forward to April meeting once budget projections have been  
finalized.

New Business:  
A. Interview process for new Police Chief  
Carol Mascali advised that the three officers (chair, vice chair and secretary) received and  
interviewed applicants. 7 applied and recommendations were put forward to Contra Costa  
Captain and Sheriff to make the final decision.  
B. Honor Chief Schultz’s service  
The Chief extends appreciation to be retiring at the end of his tenure with Blackhawk. The  
community and Advisory Board extends its gratitude to Chief Schultz and wishes him the best in  
his retirement.
