10:05 Area Agency on Aging Report:  
Division Manager Espinoza:  
RFP 1212 wrapping up the process and allocations are forth coming. Thank you to ACOA  
members who participated in review panels. The March 19th ACOA meeting is the Public  
Hearing. AAA staff will present the Area Plan Update. The 2025 Senior Resource Directory has  
just been published is available to be ordered. Federal funding – no changes to OAA funding at  
this time.  
Director Murray:  
We are actively monitoring federal funding situation. We are concerned and will continue to  
monitor the situation. Contractors please send in your demands ASAP.

11:10 ACOA President's Report: Jim Donnelly  
The revisions to the ACOA Bylaws have been approved by County Council. The final step is  
approval by the Board of Supervisors. A volunteer recruitment event will be held at Rossmoor on  
Feb 27, 10-1  
The Triple A Council of California (TACC) is collecting information about each Planning and  
Service Area (PSA) and their structure.

Assigned buddies for new members, they are interviewing for new members. There are 14 open  
seats at this time.  
Planning: Jill Kleiner  
The Committee members reviewed bids for RFP 1212 Measure X Capacity Building.  
Partnering with Nhang to bring resources to seniors (North Richmond March 6 and Antioch  
March 14).  
Reminder to Committee Chairs – final review of Area Plan Updates due Friday.  
Health & Elder Abuse Prevention: Terri Tobey/Michael Wener  
Amber Carroll, Front Porch presented at the last meeting (communities, nutrition, Well  
Connected, Home Match, Social Call, etc.)  
Housing: Kevin Donovan  
At the January meeting the Committee heard from Housing Authority of Contra Costa County.  
The HACCC houses 11,500 families which is composed of 30,000 individuals, and the wait list  
has over 45,000 households.  
At the February meeting, the Committee will discuss the Master Plan for Aging, “No Place to  
Call Home" presentations, Home Match Contra Costa, and 2025 topics and goals.  
Legislative: Shirley Krohn/Steve Lipson - CA SB239 BillTrack50  
SP 4 is now SB 239 – Brown Act revision. CSAC is the lead sponsor and C4A has endorsed it.  
Steve will provide form Letters of Support and a link to submit them.  
Technology: Steve Lipson  
The Committee discussed AI stuff, Deep Seek, AI studio, ChatGPT  
Transportation: Candace Evans

11:45 Regional Coalition Update: Debbie Toth  
Transitions out of Skilled Nursing – Independent Living Resources handles younger, disabled,  
looking on engaging in community and work while Choice in Aging specializes in older, frail  
adults.  
February 27 – legislative briefing opportunity to learn about LTSS, policies and gaps.  
May 5 Senior Rally Day (probably virtual).

Persons who wish to address the Advisory Council on Aging during public comment on matters within  
the jurisdiction of the Council that are not on the agenda, or who wish to comment with respect to an  
item on the agenda, may comment in person, via Zoom, or via call-in. Those participating in person  
should speak when called upon by the chair. Those participating via Zoom should indicate they wish to  
speak by using the “raise your hand” feature in the Zoom app. Those calling in should indicate they  
wish to speak by pushing * 9 on their phone. All public comments will be limited to 2 minutes per  
speaker.  
The Contra Costa County Advisory Council on Aging is appointed by the Board of Supervisors to  
advise the Area Agency on Aging on all matters related to the development and administration of the  
annual Area Agency Plan and operations conducted thereunder, in accordance with mandates from the  
Older Americans Act. Any comments or recommendations made by the Council or its individual  
members do not represent the official position of the County or any of its officers.
