1.  
Call to order at 6:01pm. Roll Call and Introductions.  
Board Members Present: Andy Cohan, Robert Durr, Bruce Gekko, Linda Kralik, Linda Vaughn,  
Roger Guidi Absent: Dr. Vin Mathur  
County Reps: Jeff Schultz (Blackhawk Police Chief), Nicholas Guido-Serano (BH Officer),  
Carol Mascali (Supervisor Andersen’s Office), Tyler Hahn (CHP Officer)  
Residents and guests present: Andrew Konieczny (HOA Security), Bill & Mary Gallagher

Review and Approve Record of Actions for May 13, 2025. Robert Durr -  
Motion, Roger Guidi - Second. Motion was approved.

Chief of Police Report:  
a. 374 Calls for Service: 10 Reports, 1 Felony, 1 Misdemeanor  
b. Felony:  
Residential Burglary – Different from previous burglaries in the community. Suspects gained  
access through the roof into the attic, then cut a hole in the ceiling and dropped into the primary  
bedroom. Cash and jewelry were taken from a small safe in the primary closet. A motion alarm  
in the closet was activated and suspects fled out a window leaving numerous tools and  
equipment. Deputies arrived within minutes, but suspects had fled the area. Alarm placement and  
activation mitigated greater loss.  
c. Misdemeanor  
Domestic Battery – Husband struck his wife during an argument. Husband was arrested and  
booked at the Martinez Detention Facility.  
d. There were two arrests in May 2025.  
One was the misdemeanor listed above, and the other a male was arrested for an outstanding  
warrant issued from Napa County during a traffic stop.  
e. Volunteers in Policing: 21 hours served by four volunteers.  
f. Deputies have been responding to teenaged children riding bikes (usually e-bikes) on the golf  
courses. The Chief reminded the community that the Golf Courses are Country Club property  
and that unauthorized access is trespassing. Anyone caught who has caused damage to the course  
could face vandalism charges. The Chief asks that parents talk to their children and remind them  
about appropriate places to ride their bikes and potential consequences.  
g. Coffee with the Chief scheduled for June 18, 2025 (9:00am – 11:00am) at Blackhawk Drive  
and Blackhawk Meadow Drive.

C.H.P. Report:  
No crashes inside the gate. A few on Camino Tassajara where drivers appear to be running stop  
signs. CHP volunteers are driving in the area, hopefully making a difference.  
Homeowners Association Report:  
Court date for delivery driver who was entering the community through the exit lane to avoid  
being turned away. Nothing additional.

Blackhawk Country Club Report: Nothing to report.  
Old Business:  
a. Open P2A Position - 1 Alternate.  
HOA will send out emails and post to assist with the marketing of the vacant position.

New Business:  
a. Update on P2A community outreach to other Blackhawk organizations; increase awareness &  
educate community about the role & efforts of Blackhawk Police Blackhawk (Women’s Group  
& Blackhawk Choir)  
Tabled to the August Meeting.  
b. Develop plan for Parcel Tax Campaign  
- Next meeting Andy Cohan will distribute the budget projections. Discuss the Goals and  
Objectives of the Campaign. Carol will provide direction as to Committee’s allowed  
involvement in the Campaign. Committee will be providing recommendations only.  
- Continue to inform and educate the community regarding P2A and services. Perhaps hold a  
town hall style of meeting to provide information. Combine a training with discussing about the  
outreach.  
- Create process to understand community’s needs & feelings – Town hall might be a good  
avenue. Also draft a survey.  
- Linda K suggested use of a campaign manager as was done last time.  
- Bruce asked what type of staffing would be needed to have 24-hour coverage of services. Show  
there will be a value added with additional taxes. Suggested to provide that cost for  
consideration.  
- Current tax multiplier not keeping up with the cost of inflation and cost to maintain fleets and  
equipment.  
c. Linda Kralik – With children out of school, many more e-bikes on the road and not following  
the rules of the road. Concerned about driving on the wrong side of the street, stop signs, and no  
helmets. Chief has directed Officers to stop and cite when appropriate.

meeting is currently scheduled for August 12, 2025.
