Roll Call and Introductions  
Residents and guests present: Andrew Konieczny (HOA), Resident Roger Guidi and Joi True, Jeff  
Schultz (Blackhawk Police Chief), Carol Mascali (Supervisor Andersen's office) and Tyler Hahn (CHP).

Chief of Police Report

1. Chief of Police Report on the previous month’s activities (October 2024)  
a. 353 calls; 8 reports; 2 felonies; 2 misdemeanors; 2 arrests.  
b. The felonies were for a:  
i. resident being notified that a fraudulent Comcast account had been  
opened using his personal information creating an overdue fraudulent  
claim for funds. The case was forwarded to the Investigations Division.  
ii.local company’s email being hacked and a payment being transferred to a  
bank account not belonging to the company.  
c. The misdemeanors included:  
i. a juvenile caught fishing and trespassing on the Lakes golf course. The  
juvenile was citated for trespassing and released to a parent on the scene.  
ii.a battery during a party at the Lakeside Ballroom. No prosecution was  
requested.  
d. There were two arrests. One was for a stolen vehicle. The driver was stopped on  
Blackhawk Road and arrested for being in possession of a stolen car and for  
possession of a significant amount of methamphetamine. The second arrest was  
for the cite and release of the juvenile in the misdemeanor above.  
e. Halloween drew many trick or treaters/partygoers in the Cottonwood Dr. area.  
There were no significant calls for service in the area.  
f. Volunteers in Policing: 30 hours served by 4 volunteers.  
g. “Coffee with the Chief” is scheduled November 20th (9-11 a.m.) at the Sports  
Complex.

Tyler reviewed accidents in the Blackhawk area (outside of the gates). CHP handles 2-400  
crashes/month in their jurisdiction and the Blackhawk community had 4 crashes last month.

Old Business:  
A. Budget for Blackhawk Police  
A. The committee was updated regarding a presentation to the HOA Board to discuss budget  
contribution. The HOA confirmed that they would not contribute to the Blackhawk Police  
financial requirements, however, will fund a parcel tax campaign.  
B. Timing and process to increase the parcel tax to support the Blackhawk Police costs in  
maintaining current coverage beyond fiscal year 2027 to be discussed. We will have to have a  
parcel tax campaign by the end of 2026.

New Business:  
A. Opportunity for Blackhawk Community to digitally participate in the monthly P-2A meetings  
B. The Brown Act: Committee member attendance  
C. Open positions on the P-2A Committee  
D. Triennial Review Survey for County Boards  
i. Utilizing Zoom for public attendees to attend P2-A committee meetings can be allowed with  
certain requirements (e.g. Zoom link communicated to the community 96 hours before the  
meeting). Ron Banducci moved to open P2-A meetings for Zoom participation from the  
community; Bill Lipsin seconded. A vote was passed unanimously to allow Zoom attendance  
for the public.  
ii. The Brown Act requires P2-A committee members to attend meetings in person. Carol  
reviewed the specific exceptions allowed.  
iii. Open positions on the P2-A committee - Ron Banducci, Bill Lipsin, Vin Mathur, Linda Kralik  
are coming to the end of their tenure. Ron & Bill will not be applying to continue. Paul  
Reyes, in the county administrator’s office, is a resource that this committee should engage  
to provide assistance with the financial reporting.  
iv. Triennial Review Survey for county boards to be completed by the end of November. It was  
suggested that the P2-A chair complete this.
