Request for Proposal for Senior Nutrition Services in West Contra Costa County (C1 Congregate

Mandatory Letter of Intent (LOI) due 8/22/25. Proposals due 8/26/25. AAS Bureau Review  
projected to take place 9/16/25 – 9/25/25 and award notifications to be sent out immediately  
following AAS Bureau Review.  
Age-Friendly Campaign Update  
Campaign to launch 9/15/25. Goals of campaign include to counter age-bias and promote  
age-friendly communities via digital billboards, social media posts, and radio. Procurement  
process being finalized.  
Contract Renewal Status  
Contract Renewal Status: Upon receiving the State budget, about 22 contract renewals with  
CBOs have been submitted by AAA staff as we enter the new fiscal year reflective of continued  
services provided in community to older adults, adults with disabilities, and family caregivers.  
Transition to Webinars and ACOA meeting room changes  
County mandate to convert all public-facing meetings to Zoom Webinars aiming to preserve  
meeting integrity now in effect. ACOA members, committee members, and speakers on the  
agenda to receive unique panelist links while public attendees are to access Webinars via public  
link in published agendas. Furthermore, all ACOA meetings will take place at 500 Ellinwood in  
Pleasant Hill, 9/2025 forward. 500 Ellinwood is more accessible and new meeting locations will  
better safeguard PII.

10:30 Committee Reports  
Membership & Nominating Committee – Jill Kleiner  
Jill will be interim membership chair.  
Membership committee recommended Teresa Wright to be an alternate (to be included with  
September Executive committee consent items).  
Resignations since last meeting: Jim Donnolly, Lori Magistrado, Julie Ortega  
Openings: 6 cities, 1 MAL, 1 Alternate  
1 interview scheduled for August 2025.  
Planning Committee – Jill Kleiner  
4th focus group revisitation site at Monument Crisis Center in Concord was not well attended  
probably due to ICE. Committee considering future presentation at Oakley and potential new  
topics (e.g. Medicaid partnering with HICAP)  
Discussed starting CBO site visits late October/early November.  
Housing Committee – Kevin Donovan  
The Housing Committee's next meeting will be Monday, August 18. The meeting will focus on  
Steve Wertheim's review of the status of the "fast track housing strategy " he is managing for  
Assemblymember Wick's. This strategy has 22+ separate bills going through the California  
legislature at one time on a bicameral and bipartisan basis to streamline the approval process  
throughout the state for new housing developments. Additionally, Oscar Wei, chief economist of  
the California Association of Realtors will present a statewide update of the residential real estate  
market.  
In September Alex Werth of the Bay Area Housing Finance Committee will present detailed  
studies of evictions and the availability of tenant legal services in the nine county Bay Area.  
Finally in October a representative of the County's H3 group will present the recently released  
report on the 2025 Point in Time Homeless Count and the yet to be released 2024 Annual Report  
from the Continuum of Care.  
Health Workgroup – Mike Wener  
Next speaker will be on Elder Abuse  
Committee membership is growing.  
Legislative Workgroup and California Senior Legislature Update –Steve Lipson for Shirley

In October CSL will put forth top 10 bills.  
SB707 still moving forward.  
Technology Workgroup – Steve Lipson  
Next meeting: Annette from WellConnected will present.  
Senior Mobility Action Council (Transportation Workgroup) – Candace Evans  
Hosting Annual Senior Transportation and Mobility Workshop event in November

Lorna read a letter informing the committee that Jim Donnelly is no longer an ACOA member  
and that she is assuming her role as President.

Alicia & Tracy are working on it. Tracy sent to policy for approval. AAA will provide the  
ACOA a template for future advocacy use.

Jill shared that Nikki Lopez, ACOA member & Caregiver OneCall founder, was the key article  
in the August 3rd East Bay Times Economy section.
