Roll Call and Introductions:

Review and Approve Draft Record of Actions for September 9, 2025 meeting.

Introduce P2A Alternate member: Welcome Judy-Lynn Kiersey as our new Alternate Member of  
the Committee.

Chief of Police Report: September 2025:  
A. 520 Calls for Service: 5 Reports, 2 Felonies, 2 Misdemeanor  
B. Felonies:  
1. Grand Theft / Telephone Scam – Resident received a text, impersonating the victim’s son,  
alleging he needed $1500 for rent. Victim realized it was a scam after the transfer was  
completed. Case was forwarded to Investigations Division.  
2. Identity Theft – Suspect opened a cell phone account using the resident’s personal  
information, which had a $1700 unpaid balance. Victim was contacted by collections, then they  
contacted the police. The case was forwarded to the Investigations Division.  
C. Misdemeanors:  
1. Restraining Order Violation – Suspect went to the victim’s residence in violation of a  
lawful restraining order, and fled prior to the Deputy’s arrival. Report was filed and forwarded  
for complaint.  
2. DUI – Suspect flipped a golf cart near the intersection Blackhawk Dr. and Blackhawk  
Meadow Dr. Deputies made first contact and CHP arrived on scene and arrested the driver.  
D. There was one arrest in September 2025 – listed above.  
E. Incident of Interest – The robbery of an Amazon delivery truck occurred in the City of  
Antioch. San Ramon Police located the vehicle involved in the robbery, and initiated a car stop at  
the intersection of Crow Canyon Rd and Camino Tassajara. Several police vehicles were on  
scene and four suspects were arrested.  
F. Volunteers in Policing: 24 hours served by four volunteers. All volunteers will work  
Halloween night providing vehicle and pedestrian traffic control. We expect a large volume of  
Trick or Treaters (hundreds if not thousands) in the Blackhawk Dr/Deer Trail/Cottonwood areas.  
Deer Trail will be closed to all vehicle traffic except residents from approximately 6pm to 10pm  
Halloween night. Proof of residence will be required.  
G. Blackhawk Police Services will host another clothing drive during the holiday season,  
currently scheduled for November 6th from 9am to 3pm. Collection site just outside the Main  
Gate on Blackhawk Rd. See email notice from the HOA.  
H. Garbage can check occurring the week of 10/13/2025 to see if residents are recycling properly  
and using appropriate cans for all types of waste.  
I. Coffee with the Chief scheduled for October 15th (9:00am – 11:00am) @ corner of  
Blackhawk Drive & Blackhawk Meadow Dr. Last one this year, will revisit after the rainy  
season.

CHP Report: September 2025:  
September 271 crashes – over 82% are on freeways, DUI in BH as listed above, crash at the  
Plaza – hit hydrant. 3 fatalities, 20,687 tickets, 63 DUI arrests, serious crash into a wall after  
pursuit – 2 suspects died, 1 remains critical, CHP officers also involved remain in the hospital  
and will recover. CHP Is busier on Halloween also. Usually in the evening.

Old Business:  
A. Role of P2A and Parcel Tax Campaign – Clarify that members are not representing the P2A  
when you campaign. Ms. Kiersey noted that BH HOA only represents 3 of the 7 HOAs in the  
area. In the past, BH HOA expressed that they would like the cost to be spread across all 7 HOAs  
and not borne by just BH. Possibly going to other HOAs to promote the parcel tax. Ms. Kiersey  
believes others will support the tax should the community be informed. The outreach from the  
P2A is to educate about what Police Services are doing. Many may not know that officers are not  
staffed 24 hours a day. Educate and inform.  
B. Update on P2A Community Outreach – Discussions have already occurred with BH Women  
and will get on the calendar after the first of the year. Realtors Association would be a good  
opportunity as well. Members will talk to the Country Club GM Marc Valone for ideas about  
other opportunities for outreach.

New Business:  
A. Update budget projections through ‘32/’33 – Andy Cohan will connect with Ron for an  
update on the budget projections. We will dip into reserves in 2026 then reserves would be  
expended and run at a deficit in 2028/29. County sets cost for the annual increase multiplier for  
costs for the services. Chief reviewed projections will consult with Andy Cohan.  
B. Role of P2A - Andy Cohan to update the information, presentation for next meeting.  
C. Parcel Tax for Police Services – Members agree we should keep the tax on the agenda even  
when the item is pushed to future meetings.
