response to the potential loss of federal benefits for approximately 107,000 Contra Costa residents
during the government shutdown, the Board of Supervisors authorized up to $21 million from
emergency reserves to fund grocery debit cards if needed.
Ultimately, federal payments were issued, and county-issued cards were not required. County social
services continue outreach to ensure eligible residents receive full benefits, and free food boxes remain
available at multiple social service centers, including locations in East Richmond.
Additional updates highlighted recent community engagement efforts across West County, including
town halls focused on the District One Community Impact Fund.
Residents provided input on priorities related to health, safety, recreation, education, and workforce
development. A comprehensive summary of feedback is available through Supervisor Gioia’s office and
is scheduled for inclusion in an upcoming district newsletter. Opportunities to serve on public advisory
boards were also shared, noting existing vacancies on several councils.

The Contra Costa County Fire Protection District reported on progress toward adopting the California
Fire Code and the Wildland-Urban Interface (WUI) code, following a public hearing held on November
4. The new codes are anticipated to take effect on January 1, 2026. The district also reported on the
success of its annual Open House held on October 11, which drew a record attendance of approximately
15,600 residents and focused on fire safety and wildfire preparedness. Updates were provided on the
ongoing mapping of wildfire mitigation projects, which will support insurance evaluations and
interagency coordination.
