Conducted a review of the Contra Costa Public Safety Realignment Implementation
Plan for Fiscal Year 2023-2024. Following this review, the subcommittee seeks
clarification regarding the frequency with which the County prepares and releases
these implementation reports.

Discuss AB 109 FY 2024–2025 Budget Narratives
Reviewed the AB 109 budget narratives for FY 2024-2025 and identified inconsistencies in
reporting. Submissions lacked transparency, outcome data, and justification for budget
modifications.
Emphasizing the need for greater accountability
Conduct research on how other counties report on AB 109 funding and develop a standardized
template requiring all agencies to provide a clear funding rationale, service utilization data,
outcome measures, and monitoring practices to ensure that AB 109 funds are effectively
serving community members.

Update on the Timeline and Status of the Request for Proposals (RFPs)
The Employment & Human Services Department (EHSD); Behavioral Health; Health, Housing,
and Homeless Services; and the Workforce Development Board (WFDB) will present updates
on AB 109 Excess Funds at the CAB General Meetings in May, June, and July.
Additionally, the subcommittee has requested that County Human Resources be invited to
provide an update and discuss their collaboration with WFDB concerning the use of AB 109
Excess Funds.

The next meeting is currently scheduled for Monday, May 19, 2025, at 11 a.m.

2. Request a presentation from the Office of Reentry & Justice on the Community
Corrections Performance Incentive
3. Develop a standardized reporting template
4. Invite County agencies to share updates on their AB 109-funded programs
5. Invite Human Resources to present on the AB 109 Excess Funding recommendations
