The meeting was called to order at 10:01 AM.

CONSIDER approval of the April 11, 2025 Hazardous Materials Commission Operations  
Committee meeting minutes.

The commissioners present voted to approve the April 11, 2025 Hazardous Materials Commission  
Operations Committee meeting minutes.

Public comment on any item under the jurisdiction of the Committee and not on this agenda  
(speakers may be limited to two minutes).  
There were not any comments made by members of the public.  
OLD BUSINESS  
DISCUSS the Hazardous Materials Commission 2025 Priorities assigned to the Operations  
Committee and DISCUSS potential guest speakers.

The commissioners requested any new data on hazardous materials transportation with the county or any  
new data projections about sea level rise.  
Commissioner Glueck arranged a guest speaker, Aaron Winer, for June to discuss sea level rise, wetland  
management programs, all-season programs.  
The commission will have another guest speaker, Cheryl Sudduth of West County Waste Water, in July  
or August.  
Commissioner Brennan expressed interest in hydrogen generation and transportation (hydrogen ferry  
retired due to lack of access to fuel) The commission wants to better understand the barriers to utilizing  
hydrogen (distribution facility, permits, transport, safety requirements, storage) Considered inviting  
Supervisor John Gioia to discuss hydrogen generation and the county's plans for implementing.  
The presentation from CCFPD on battery fires had a strong impact and the commission wants to get the  
word out about it through their September public forum and posting it on the HMC webpage. The  
commission would like more information on battery manufacturing (Moxion) and on battery recycling.

DISCUSS the logistics of holding a public forum and continue developing a plan of action.  
The Assembly Chamber has been booked at the County Administration building for the public forum for  
September 11th, an additional room has been booked for table displays and interaction with the public.  
The commissioners discussed having a reception period from 3:30-4:00 to allow time for guests to arrive  
and look over the display tables, 5 minute introduction from Commission Chair, presentations from  
4:05-5:15, Q&A from 5:15-5:30 and spend the remaining time mingling and viewing the display tables.  
A minimum of eight commission members are needed to support the forum before staff finalizes guest  
speakers - establish roles for each member.  
Panelists: 10-12 minutes per speaker - explain regulatory roles for CWS, Con Fire, "day in the life" CC  
Hazardous Materials Programs emergency response, Central San household waste disposal (do's and  
don'ts), Bay Area Air Quality District. Need to limit number of panelists for sake of time - prioritize  
information that is most useful to average citizen  
Q&A will be done by submitting index cards with questions for the panelists, must limit time spent on  
this.  
Print itinerary and provide sign in sheet upon entering.  
Look into options for providing food/beverages - commissioner sign up

DISCUSS contaminated soil testing, remediation, and management.  
Commissioner Flores connected with someone from Community for a Better Environment to get more  
information on the work they do - will share with the full commission. He also found an article in the  
LA Times regarding the lack of soil testing being done after the fires. Commissioners expressed  
concerns around the potential for hazardous materials (soil) to be dumped with municipal waste -  
upcoming presentation from DTSC to learn more.

DISCUSS strategies for increasing public awareness and safety around lithium ion battery  
products.  
The video recording of the presentation from CCFPD on lithium ion battery fires is posted online and  
available through the Commission's webpage. This topic will also be covered at the public forum to  
better inform the public.

Announcements from commissioners on items of commission interest.  
The next meeting is currently scheduled for June 13, 2025.
