Assistant Sheriff Jose Beltran provided an introduction and Community Warning
System Manager Julie Beach presented the report.
Discussion during the presentation included topics of public options for taking an
opt-out approach to community warning system (CWS) notifications; opt-in outreach,
including information about opting-in for chemical facility alerts even for those who
may not live near a refinery; and response times during the CWS activation process. Ms.
Beach informed the Committee that the Sheriff's Office uses a combined opt-in and
opt-out approach for CWS notifications, where members of the public self-register and
the department also accesses contact information through reverse 911 contracts. Ms.
Beach informed the Committee of the Sheriff's Office continual coverage of CWS
trained staff with 24/7 access to all CWS tools needed to respond and activate
notifications. Assistant Sheriff Beltran informed the Committee how the Sheriff's Office
and Incident Commander partners with various agencies, including fire agencies, to
ensure appropriate response and activation times.
Chair Andersen provided feedback on opportunities to make the CWS webpage more
user friendly, particularly for the public to easily access 'know your zone', fire maps, and
'frequently asked questions' resources, so that residents know how to best prepare for
emergencies and evacuations. She shared supporting efforts to increase public
emergency preparedness.
Vice Chair Carlson emphasized the importance of public education covering a broader
umbrella of emergency events, which are more than refinery or hazardous materials
incidents, and is looking forward to further discussions on the topic at this Committee.
The Committee accepted the report and directed staff to return in October with further
updates. After the October update, the Committee will provide further direction to staff
on providing a report to the Board of Supervisors.
City of Martinez Police Chief, Andrew White, commented on the successful partnership
with the Sheriff's Office and the critical work they've done to supporting the City of
Martinez, including customized notifications. He mentioned the importance of
understanding the difference between emergency notifications and community warning
notifications, and appreciates the County's carefulness to not "water down the system".
