Roll Call and Introductions  
The following County Reps were present: Jeff Schultz, Supervisor Andersen, Carol

Recognition & acknowledgement of community service by outgoing members of P2A.  
Supervisor Andersen highlighted the contributions of Ron Banducci and Bill Lipsin to the  
County and Blackhawk community.  
Public Comment-None  
Review & approve draft Record of Actions for November 12, 2024

A motion was made to approve the November draft record of actions. Ron Banducci  
moved. Linda Vaughn seconded. The motion carried by a unanimous vote.

Chief of Police Report-November 2024  
a. Staffing-Chief Schultz will be refreshing the staff to add 2 new deputies in January 2025. We  
may be running short-staffed for a period since our current 3 deputies will be leaving January  
13th. Chief Schultz will be having some officers provide coverage through overtime.  
Summary for November 2024  
The Blackhawk and Valley Station Deputies either initiated or responded to the following  
calls for service:  
• 383 ~ Total calls for service in Blackhawk  
• 17 ~ Total police reports were taken in Blackhawk  
Felonies - There were 5 felonies reported in the district.  
-On 10/5/24, two vehicles were broken into while parked in the Plaza parking lot.  
One vehicle was parked near the Montesorri School and the other was parked  
between the vacant theater and CSA gym. In both cases a rear side window was  
smashed and items were removed from the backseat. One vehicle had an empty  
Gucci purse taken, while the other had a bag of tools taken. Both breaks-ins  
happened within minutes of each other and unfortunately, both occurred in areas  
not covered by any surveilance cameras.  
-On 11/8/24, two residents reported being the victim’s of identity theft. One victims  
personal information was used to open a cellular phone line with Verizon, while a  
second victims identity was used to open a Cash App and Insta Cart account.  
Both victims were alerted to the fraud and were able to cancel the accounts  
without suffering financial loss. Both thefts were completed on-line in an unknown  
location.  
-On 11/16/24, a grand theft occurred in the Plaza parking lot. In this case the victim  
left his vehicle unlocked with his wallet and cell phone on the center console, while  
having lunch at a restaurant. When the victim finished eating and returned to his  
vehicle, he noticed his items were missing. The value of items taken exceeded  
$950.00.  
Misdemeanors - There were four misdemeanors committed in the district.  
1. On 11/9/24, a battery took place at a residence between two adult males. Both  
parties were separated, and the suspect had left the residence prior to deputies’  
arrival.  
2. On 11/20/24, Deputies responded to a domestic disturbance at a residence.  
Following the investigation the husband was arrested for battery against his wife.  
He was arrested and transported to the Martinez Detention Facility (MDF).  
3. On 11/21/24, Deputies responded to the same residence as above for a violation  
of a domestic violence restraining order. The male suspect from the previous  
battery returned to the residence, in violation of the temporary restraining order.  
He was arrested again and booked at the MDF.  
4. On 11/30/24, An adult male crashed his golf cart into a bunker on the Falls golf  
course, near Blackhawk Dr. Deputy Turner responded to the scene and  
determined the driver was under the influence of alcohol. He was arrested for  
driving under the influence and booked at the MDF.  
Arrests – There were four arrests during the month.  
-On 11/15/24, an adult female was arrested for a warrant during a suspicious persons  
call. The female had entered the community on foot, was transient and claimed she  
lived in the community. She was arrested and booked at the MDF.  
-The other 3 arrests are detailed in the misdemeanor section above.  
Incidents of Interest  
-There were no significant incidents of interest during the month.  
It is not uncommon for there to be an increase in thefts from vehicles during the  
holiday season. Thieves know this is a good time to prey on those who are out  
shopping, dining and enjoying holiday events. They also know that many people  
leave valuable items and gifts inside their vehicles while shopping or dining.  
For this reason, it is always wise to make sure you secure your vehicles when  
unattended and take the time to conceal items inside, so they are not visible to  
thieves looking for an opportunity. Most vehicle break-ins occur because the  
responsible sees an item inside, such as a bag, backpack, purse, phone, etc. (often  
times within arm’s reach). The suspect then breaks a window, simply reaches  
inside, removes the item and flees. This all happens within seconds, with minimal  
disturbance to the vehicle, so no evidence is left behind.  
One should also be extra vigilant when parking their vehicles in areas more prone to  
break-ins. While break-ins unfortunately can happen anywhere, they are typically  
more common in large parking lots that serve retail businesses, restaurants, gyms  
and movie theaters.  
A new gym and yoga studio recently opened in the Plaza, and construction just  
began to remodel the movie theater, which is set to open in 2025. With these  
amenities comes the increased risk of break-ins, as thieves often target these  
parking lots for obvious reasons.  
Please take the time to use these crime prevention tips so you don’t have the  
unfortunate experience of becoming a burglary/theft victim.  
Blackhawk Police Services will continue to monitor the Plaza and provide as much  
presence and security as possible, to keep you and your belongings safe.

-Over 2900 crashes YTD - 330 on county roads (1/month on Blackhawk Rd; 1.5/mo. on  
Tassajara); the remainder on the highways. There were 13 fatalities reported YTD.  
-146 DUI crashes/640 DUI arrests YTD  
-13 fatalities YTD

for their years of contributing to Blackhawk Police.
