Call to order at 6:14pm. Board members present: Andy Cohan, Robert Durr, Dr. Vin Mathur,  
Linda Kralik, Linda Vaughn, Roger Guidi. Absent: Bruce Gekko.  
County Reps present: Jeff Schultz (Blackhawk Police Chief), Carol Mascali (Supervisor  
Andersen’s Office), Tyler Hahn (CHP Officer)  
Residents and guests present: Andrew Konieczny (HOA Security),Clarisa Toth (Resident),  
Jennifer Eckersley (Resident), Online: None  
Public comment: 2 residents asked for more information about burglaries. Chief Schultz  
responded: 84% go unsolved nationally. Burglaries in our area this year have not been solved as  
far as we know. Most recent incident most likely tied to international ring but that is based upon  
M.O. Information on M.O. is published, but no neighborhood pockets of the crimes. Homes that  
back to open space or golf course are at higher risk. Updates on status of crimes in the P2A area  
are regularly provided through email and at this meeting. Ms. Eckersley: BH HOA, are cameras  
monitored? Andrew Konieczny: Yes, video would collect the information – audio and video to  
be viewed later. Also trail cameras where no internet. Robert Durr: License plate readers at the  
gates, both entry and exit. Ms. Toth: Chief and staff are doing a great job. Vacation checks and  
keep us safe.

Chief of Police Report:  
June 2025  
a. 348 Calls for Service: 5 Reports, 2 Felonies, 0 Misdemeanor  
b. Felonies:  
1. Identity Theft – The victim was contacted by Wells Fargo bank that an unknown suspect used  
her identifying information to access her checking account and make a withdrawal remotely. The  
funds were returned to the victim, the bank opened an investigation, the police report was  
forwarded to the Investigations Division.  
2. Domestic Battery – Pursuant to a incident between and husband and wife, the husband was  
arrested and booked at the Martinez Detention Facility.  
c. No Misdemeanors  
d. There was one arrest in June 2025 – listed above.  
e. Volunteers in Policing: 21 hours served by four volunteers.  
f. Incidents of Interest  
1. Fire hydrant was damaged at the entrance to the plaza causing a traffic situation. CHP  
provided support during the incident.  
2. A 9-year old autistic child was reported missing in unincorporated Danville. In addition to  
Blackhawk and Danville Police personnel, Sheriff’s Search & Rescue, air support, and Nixle  
Alerts were deployed. Community members also assisted. The child was located the next  
morning and returned to the family. The Chief thanked all who assisted in the search and kept the  
community on the look-out.  
July ’25  
a. 563 Calls for Service: 8 Reports, 2 Felonies, 3 Misdemeanors – Calls for service include  
self-initiated efforts by the Police Department. Having full staffing we are having more  
self-initiated area checks.  
b. Felonies:  
1. Identity Theft – In-home caretaker used the victim’s bank account information to pay personal  
bills. Suspect identified and charges filed. Ramey warrant has been issued. Carol – New services  
for elder abuse victims within the County are available. Carol Mascali will get the  
information/cards for officer’s use.  
2. Grand Theft – In-home caretaker stole several pieces of expensive clothing and jewelry.  
Suspect identity and whereabouts are being confirmed by detectives. Suspect now identified.  
c. Misdemeanors  
1. Hit and Run – Vehicle struck iron fence on Blackhawk Rd near Maplewood Dr and fled prior  
to officer’s arrival. Investigation is ongoing.  
2. Reckless Driving – Driver cited and his vehicle impounded after driving recklessly leaving a  
car show at Blackhawk Plaza.  
3. Domestic Disturbance – An argument between two adult males turned physical. Neither party  
pressed charges. Report only.  
d. Arrests  
One arrest listed in misdemeanors above.  
e. Volunteers in Policing: 15 hours served by four volunteers.  
Coffee with the Chief scheduled for August 20th (9:00am – 11:00am) @ corner of Deer Trail  
Drive & Blackhawk Drive.  
Dr. Vin Mathur– Question about the gate. He was only asked for name, address, and phone  
number but not ID when using Uber. ID requirements are gone. Can ask HOA about changing  
back. Chief: People doing crimes are usually tailgating into the gate not going through the visitor  
lane. Andrew Konieczny: Can use QR code also by adding yourself as a guest to the account and  
texting/emailing the code and saving it on your phone.

C.H.P. Report:  
a. Recent crash into the round-about at the front gate into the mail box - hit and run. 3 crashes on  
Tassajara, two others in and around gates. June & July 526 crashes – over 471 are on freeways,  
55 on county roads – east Livermore and Vasco, etc. No fatalities.  
b. 4200 tickets mostly speed and distracted driving, 168 arrests - 113 DUI. People getting better  
about taking Uber or ride sharing. Statistics suggest not as much alcohol consumption by  
younger people and more access to other transportation options.  
c. 680 closures should be done for a while. CHP volunteers are driving in the area, hopefully  
making a difference.

Old Business:  
a. Open P2A Position - 1 Alternate – Carol Mascali announced open position. Possible interest  
from a former HOA Board Member. Carol will send the position description and application to  
any interested parties.  
b. Community Outreach Update – Linda Kralik: President and Events Chairman of BH Women’s  
Group are excited about hosting a presentation which will probably be early next year. 60-80  
attendees at lunches. 20-30 minutes for presenters. Hopefully in the 1st quarter. Sharing what the  
P2A Committee and our police serves do to service the community and keep us safe.

New Business:  
a. Bruce Gekko is on hiatus for a few months. Looking for an interim/temporary Vice-Chair to  
step in for 3 months. Dr. Vin Mathur volunteered to step in. Robert Durr 1st, Linda Vaughn 2nd  
– Motion Unanimously Passed  
b. Establish date/time to update budget projects through 2032-33 – Andy Cohan proposed he  
meets with the Chief and makes projections. Andy will create a summary document to present to  
the committee. Current trajectory and differential for funding and staffing.  
c. Establish process to ascertain community’s needs – Get pulse of the community as to whether  
they want the same staffing. Robert Durr suggested talking to the HOA about a potential survey  
they could support. Linda Kralik feels the survey will provide limited information. Andy Cohan  
explained to the public: there will be a funding shortfall in the near future. We will need to make  
the decision to reduce staffing or get more money. Options include HOA assists with shortfall, or  
increase in parcel tax. Other groups to meeting with? Swim team, Men’s Senior golfing group,  
Bocce group. Perhaps use one of our P2A Meetings as a presentation night instead. EDUCATE  
AND INFORM!  
BH Road is County Road – interest in having delineators for exit lanes on BH Road. Researched  
possibility before but found no evidence of need. Also concerns about liability if it is not a  
county approved project if accidents occur.  
Blackhawk Plaza update - Apple Cinemas has informed the public that it will not be moving  
forward with their theater. Most of the work has been completed and the space would be  
available for others to lease.
