Introductions  
Chair Glover convened the meeting at 10:34 a.m. from his office in Pittsburg. Joining Chair Glover  
in his office were Gigi Crowder and Pastor Owens. Vice Chair Gioia was in attendance at 1025  
Escobar Street, Room 110. Others in attendance at 1025 Escobar Street include: Lara DeLaney,  
interim staff to the Committee; Jill Ray, Field Representative for District II; Peter Myers,  
Representative for District III, and Kasandra Knox.

Public comment on any item under the jurisdiction of the Committee and not on this agenda (speakers  
may be limited to two (2) minutes).  
Public comments were made by Call_in_user_1 who claimed, incorrectly, that the Committee was  
trying to address the needs of only one "ethnicity" and that they were inequitable. Public comments  
were also made by Gigi Crowder who suggested that a Steering Committee was not needed, but she  
was grateful to have something for the African American community and expressed gratitude to the  
Quinto family.

Staff to the Committee noted that the Record of Action for the August 21, 2023 meeting  
was not included in the meeting agenda packet but would be provided at the next  
meeting.  
INTERVIEW applicants for the Steering Committee for the African  
American Holistic Wellness Hub Feasibility Study and make appointment  
recommendations to the Board of Supervisors.  
Attachments:  
The Committee provided an opportunity for applicants to introduce themselves and  
explain their interest in serving on the Steering Committee. Applicants not attending the  
interview included the following: Tammi Cason, Regis Harvey, Vincent Mason, Conrad  
Roberts, and La Tausha Wade.  
Public comment was provided by Gigi Crowder who expressed her excitement about the  
number of applicants. Pastor Owens was overjoyed by the response. Call_in_user_1  
provided comments. CheRonn expressed interest in serving. Kirsten Johnson-Bell also  
expressed interest in serving. Traci Fuqua advocated for an Antioch wellness center.  
Vice Chair Gioia provided data about the proportion of African American residents in  
each district of the County.  
District 1: 14.1%  
District 2: 1.6%  
District 3: 12.6%  
District 4: 3.0%  
District 5: 12.0%  
Vice Chair Gioia recommended that there be 4 representatives for Districts 3 and 5  
(each), 3 representatives for District 1, and 1 representative for each District 2 and 4. He  
recommended for District 1: Sheryl Lane, Zelon Harrison, and Chinue Fields. He  
recommended for District 2: Janet Miller Evans. For District 3, he recommended:  
Philip Arnold, Alfonzo Edwards, and Desirae Herron. Chair Glover recommended for  
District 5: Ashley Green, Rohana Moore, Taylor Sims, Jacqueline Smith, and Patt  
Young. The Committee directed staff to re-open the application period for an additional  
two weeks to receive applicants from District 4 residents. The Committee directed staff to  
post a notice about a special meeting on October 2 to consider these additional District 4  
applicants.  
RECEIVE update and PROVIDE DIRECTION on the hiring process for the  
Co-Directors of the Office of Racial Equity and Social Justice.

Ann Elliott, Human Resources Director for the County, provided a brief update to the  
Committee. She reported that after the September 7 community presentation and the  
September 13 finalist interviews, she was preparing to take the recommendations to the  
Board of Supervisors for appointment on October 3, 2023. The public announcement of  
the appointments would be made at that time. The Committee members expressed their  
gratitude to Ms. Elliott and Ms. Bilich, the County Administrator, and the Core  
Committee for their cooperation and collaboration through this process.  
INTERVIEW candidate Bolston Jones for the vacant Community Seat #1 on  
the Advisory Council on Equal Employment Opportunity, as recommended  
by the County's Equal Employment Opportunity (EEO) Officer.

Attachments:  
The Committee provided Bolston Jones, candidate for the ACEEO Community Seat #1,  
an opportunity to introduce himself and discuss his interest in serving on the Advisory  
Council. Mr. Jones noted he had attended ACEEO meetings, was a resident of the  
County since 2015, and was a pharmacy technician. The Committee members expressed  
their support of his appointment by the Board of Supervisors.  
A motion was made that this item be approved. The motion carried by a unanimous  
vote.  
ACCEPT the resignations of Angela Malala, Community Seat #2, and  
Stephen Langsam, Business Seat, on the Advisory Council on Equal  
Employment Opportunity (ACEEO), DECLARE the vacancies, and  
DIRECT the Clerk of the Board to post the vacancies, as recommended by  
the EEO Officer.

The County's EEO Officer, Antoine Wilson, explained the vacancies in the Advisory  
Council, noting that in-person attendance was the reason for the resignations. The  
vacancies would be declared and posted.  
CONSIDER accepting the 2022 EEO Outreach and Recruitment Report and  
the 2023-2025 Outreach Report and Recruitment Plans, reflecting  
departmental and County outcomes to reaching underrepresented groups  
within the workforce, as recommended by the EEO Officer.

Attachments:  
Antoine Wilson, the County's EEO Officer, provided a summary of the 2022 EEO  
Outreach and Recruitment Report and the 2023-2025 Outreach Report and Recruitment  
Plans. The reports were accepted by the Committee. No public comment was offered.  
A motion was made that this item be accepted the report. The motion carried by a  
unanimous vote.

The next meeting is currently scheduled for October 16, 2023.  
The scheduled meeting of October 16 was cancelled. However, a special meeting was scheduled for  
October 2, 2023. The next meeting is scheduled for November 13, 2023 at 10:30 a.m.
