Board Members Present: Dr. Vin Mathur, Linda Vaughn, Roger Guidi, Robert Durr, and

County Reps: Jeff Schultz (Blackhawk Police Chief), Carol Mascali (Supervisor Andersen’s

Motion to approve Record of Actions from the October 14, 2025 meeting.

Chief of Police Report: October 2025:  
A. 484 Calls for Service: 3 Reports, 0 Felonies, 0 Misdemeanor  
The reports were not of a criminal nature  
B. There were no arrests in October 2025  
E. Incident of Interest – No incidents of interest  
F. Volunteers in Policing: 29 hours served by four volunteers. All volunteers worked Halloween  
night providing vehicle and pedestrian traffic control in the Blackhawk Dr/Deer  
Trail/Cottonwood areas. Deer Trail was closed to all vehicle traffic except residents from  
approximately 6pm to 9:30pm Halloween night.  
Coffee with the Chief will resume in March – weather permitting.

Old Business:  
A. Role of P2A and Parcel Tax Campaign – Clarify that members are not representing the P2A  
when you campaign for a parcel tax. Reminder that members should clearly indicate they are  
discussing the topic as residents, not Committee Members.  
B. Update on P2A Community Outreach – Discussions have already occurred with BH  
Women and On the calendar for January 21st. Will have 30 or more attendees. The outreach  
from the P2A is to educate about what Police Services are doing. Many may not know that  
officers are not staffed 24 hours a day. Educate and inform.  
C. Parcel Tax for Police Services – Members agree we should keep the tax on the agenda  
even when the item is pushed to future meetings. Andy Cohan shared the presentation made to  
the Blackhawk HOA for reference and future use.

New Business:  
A. Update budget projections through ‘32/’33 –We will dip into reserves for approximately  
$60,000 this year, and another $100,000 in 2026/27. Reserves would be expended in 2028/29.  
B. P2A Committee Member Expiration & Renewals: Andy Cohan, Robert Durr, Bruce Gekko,  
and Linda Vaughn. These members have all expressed willingness to continue as members of the  
Committee verbally and via email confirmation. They will complete the required update training  
and their appointments will renew for two more years.  
The next meeting is currently scheduled for January 13, 2026. There will not be a meeting in December.
