PUBLIC COMMENT (2 Minutes/Speaker)  
Thomas Lang, Chair, El Sobrante Municipal Advisory Council, noted a consistent and  
growing concern among residents of multiple neighborhoods across the county about noise  
disturbances. He requests the Board develop a county-wide noise ordinance;  
Caller 1 believes that the Chair of the Measure X Committee has too much personal and  
business invested in the Measure X funds and should be replaced by a more impartial  
person, and objects to the Board appointing a Treasurer-Tax Collector to serve in place of  
the resigning office holder, and would like a special election held;  
Anthony would like to get an update from the Board on the status of the property on San  
Pablo Avenue, and objects to the quadrupled cost of rent at the site; he would further like to  
have information on the low-cost spay and neuter service that was supposed to take over for  
the vacancy at the Contra Costa Animal Services site. He notes that the property in Pinole  
of the former Pinole animal shelter is still vacant, no permits have been acquired from the  
city, and that Animal Services in West Contra Costa has a 3 to 4 month backlog for spay  
and neuter services.
