The commissioners present discussed the Hazardous Materials Commission 2025 Priorities
assigned to the Operations Committee.
Assigned priorities: hazardous materials transportation corridors, battery waste
management/recycling, hydrogen generation
Key notes: Jamin spoke with someone from Lawrence Labs and to Harpreet from Congressman
Garamendi's office - they are in the very early stages, potentially lack of funding for new sciences
- will follow up. Moss Landing fire - Fred is curious about the intensity of the fire burning - does
it vaporize the byproducts of the battery/particulate matter. Sea level rise - reach out to ABAG
and DCD. Presentation on batteries/fires (thermal runaway) - Contra Costa Fire Protection
District; separate presentation on regulatory/permitting for battery storage facilities. Discussion
from Tim regarding his knowledge and experience with battery storage/fires/regulations.
Transportation corridors - pipeline safety/inspections presentation from office of state fire

The commissioners present discussed the commissioner terms that will be expiring this year
(Environmental Justice Representative)
Key notes: The current terms for the Environmental Justice Seats held by Maureen Brennan and
Kevin Ruano Hernandez will expire on 12/31/2025. Commissioner Brennan stated she wanted
to reapply for an additional term but does not feel she should have to be interviewed again for her
seat. The committee will bring this to the full commission and check the bylaws to confirm if an
interview is required for reappointment.
