CAB received a presentation from Contra Costa Health’s SPIRIT Program, which  
covered the program’s goals, learning objectives, and structure. They highlighted  
stipends for class attendance, internship opportunities, and pathways connecting  
students to work. Outreach efforts include juvenile hall presentations for  
18-25-year-olds and peer mentorship opportunities. The program shared the  
online application process and requested CAB support for outreach, recruitment,  
and mentorship initiatives.  
Discuss Office of Reentry & Justice: Solicitation Update of the AB 109  
“One-Time” Pilot RFPs.

CAB received an update on AB 109 “One-Time Pilot RFPs” from the Office of  
Reentry & Justice, including timeline, submission requirements, panel composition,  
awards, and delivery system overview. CAB raised concerns about the Peer  
Support and Transportation Services pilot, including participant pickup logistics,  
coordination with CORE, reasons for no applications, potential pilot term  
adjustments, and funding for staff, vehicles, safety, and storage.

Finalize Ambassador Program Guide and Review Outreach and Meeting  
Schedule.

CAB reviewed the outreach and meeting schedule for their Ambassador meetings  
and finalized the guidelines. Adjustments were made to the meeting assignments,  
and talking points on excess funds updates were added. Members shared tips for  
meetings, including asking participants if there is anything they want to discuss  
and tailoring the conversation accordingly. Ambassador meeting reports will be  
typed up and submitted for review before the next meeting.

Report on Community Events and Outreach Presentations

CAB members provided updates on past and upcoming community events and outreach  
presentations, including the upcoming Reentry Job Fair, Amplify Opportunities, and the  
Community Corrections Partnership on November 7 where they will discuss the FY 2026-2027  
budget request and policy recommendations.

The meeting was adjourned at 12:12 p.m. by Nicole Green. The next scheduled meeting of  
the Committee is Thursday, November 13, 2025, at 10 a.m.
