10:15 Review COVID 19 Impacts Survey Results  
Ferry service in Vallejo responded to survey, including MM, WestCAT, City of Richmond.  
County Connection to submit survey December 17, 2024. ACOA (SMAC) plan to encourage the  
City of Pleasant Hill and the City of Concord to complete survey with the assistance of Elaine  
Welch (Mobility Matters) and Jennifer Cannon (County of Emergency Services).

10:40 Upcoming Committee Structural Changes:  
Candace Evans will become SMAC Chair, replacing Jim Donnelly effective 1/2025.  
To receive ACOA meeting notifications, must sign-up in Legistar.  
SMAC workgroup members must be solidified in January for calendar year 2025.

11:05 Area Plan Update:  
SMAC to support the implementation of the four-year Area Plan, has completed objective for  
annual Area Plan update and will advocate for older adult transportation infrastructure needs by  
providing four in service presentation.  
11:15 Discuss future presentations:  
January 2025 - Seamless Bay Area.  
February 2025 - BART on possible structural changes and older adult safety.  
11:20 Program Updates:  
County Office of Emergency Services (Jennifer Cannon): Transportation plan going well, being  
updates, will reach out in Spring of 2025 to local partners to make sure. Aiming to solidify a  
draft for Emergency Services review early next year.  
ECC Transit Authority (Deanna Perry): Life program likely to be expanded a few more years.  
Currently around 272 participants. Revamping paratransit applications to reflect changes in  
senior paratransit.  
County Connection (Rosa Noya): Rolled out Life Program. 10 round way trips monthly who are  
linked Paratransit riders who are low income. Currently 16 participants.  
LaMorinda Spirit Van (Rikki Juster): Ridership is growing. Added two more shifts to take  
passengers to LaMorinda Respite Center. Continued partnership with LaMorinda Village to take  
riders grocery shopping. A way to donate to organization has been set up online.  
Richmond ParaTransit (Bryan Harris): Removed Lyft and added Uber.  
WestCAT: No update.  
Mobility Matters (Elaine Welch): No update.  
West Contra Costa Transit Authority (Coire Reilly): No update.  
East Contra Costa Transit Authority: No update.  
Conservation and Development (Samantha Harris): No update.

should speak when called upon by the chair. Those participating via Zoom should indicate they wish to  
speak by using the “raise your hand” feature in the Zoom app. Those calling in should indicate they  
wish to speak by pushing * 9 on their phone. All public comments will be limited to 2 minutes per
