Call to order at 6:01pm and Board members provided introductions.  
Board Members Present: Andy Cohan, Dr. Vin Mathur, Linda Vaughn, Roger Guidi, Robert  
Durr, Linda Kralik, and Judy-Lynn Kiersey (alternate). Absent: Bruce Gekko.  
County Reps: Scott Dickerson (Blackhawk Police Chief), Carol Mascali (Supervisor Andersen’s  
Office), Tyler Hahn (CHP Representative) Absent: None  
Residents and guests present: In-Person: Andrew Konieczny (HOA); Online: George Booras,

Chief of Police Report-April 2026

C.H.P. Report:  
-4500 calls, 230 crashes, 4 fatalities (680/84, east bound 580 Livermore, Vasco, & Tesla). Crash  
at Camino Tassajara & BH Drive – Driver ran the red light coming out of the gate and collided  
with a car on Camino Tassajara. Initiated conversations at the Supervisor’s Office regarding  
safety of intersection. Possibly looking at a 1 second delay between red to green transition.

Homeowner Association Report: No report.  
Old Business:  
A. Parcel Tax need for funding – Chief Dickerson and Andy Cohan met to review the project  
budget through ‘32/33. Andy will review and provide a full report at the next meeting.  
B. Budget Projections - Same as above.

New Business:  
A. Blackhawk Town Hall Meeting Recap – Supervisor Andersen, Blackhawk Police and Fire  
Chief provided good information. 50+ people attended. A good number of questions and positive  
dialog.  
There is a desire for more information or training on “how to evacuate” for the community.  
The next meeting is currently scheduled for June 9, 2026.
