Call to order, Roll Call and Introductions at 6:08 pm.  
Board Members present: Robert Durr, Bruce Gekko, Linda Vaughn, Roger Guidi and Dr. Vin  
Mathur.  
Board Members absent: Andy Cohan and Linda Kralik.  
County Reps present: Jeff Schultz (Blackhawk Police Chief), Carol Mascali (Supervisor  
Andersen's office) and Tyler Hahn (CHP Officer).  
Residents and guests present: Andrew Konieczny (HOA) and Ron Banducci

C.H.P. Report:  
-Statistics are not unusual for the last month. 296 crashes: 132 on 580, 104 on 680, 40 on  
Niles/84, remaining scattered in the area. 1 inside the gate – illegal u-turn by delivery truck –  
property damage only. 95 arrests - 52 DUIs.  
-CHP created new position for unsheltered on the freeway. CalTrans will be cutting back the  
trees unveiling larger unhoused issues. Three-prong approach: ask to leave, tell to leave, force to  
leave. New Dodge Durango being introduced to CHP fleet vehicles intended to blend looking for  
egregious driving violations. They will most be found along the Dublin corridor.  
-CHP volunteers are driving in the area, hopefully making a difference.

Old Business:  
-Open P2A Position - 1 Alternate. No applicants yet. Promote to friends and neighbors.  
-Update on P2A community outreach to other Blackhawk organizations; deferred to next  
meeting as Linda Kralik is taking the lead with the Blackhawk Women’s Group  
-Perhaps approach group to generate additional interest and awareness of the value of the BH  
Police Services and the Advisory.  
Public Comment: Ron Banducci – Suggestions. Safety of the community – Safest in the Bay  
Area? Because dedicated Police Staff. Helpful to discuss the District Budget. Members think it is  
funded through the HOA. Educate the Community on funding, and highlight the actual cost per  
Deputy.

New Business:  
-Parcel Tax Increase – Begin background work for the campaign. Need to get clear clarification  
about what we can and cannot do to promote the campaign.  
-Timeline to review P2A budget – Chief met with Andy Cohan. Although better than expected  
now full staffing will negate the savings. Costs are only going up. All reserves will be exhausted  
by 2027-28. Parcel Tax will take time. Set up takes approx. 3 months, then develop marketing  
message and materials. Total of a year to fully implement a campaign.  
-Recommend looking at 5 year and 10 year projections for costs. Committee to begin looking at  
budgets and making projections to be used to determine path forward.  
Public Comment: Ron Banducci – Annual 3% inflator in perpetuity approved at last election.  
Ensure using actual cost currently being charged within the 3 classes of tax payers.  
Carol Mascali – Supervisor Andersen would like to hear what the community wants in terms of  
Police staffing. She feels it is important to educate the residents and have their input.  
Further discussion at the next meeting.  
c. Robert Durr confirmed cash contribution from Blackhawk Homeowner Association to fund  
future parcel tax campaign. Currently $20K allocated.
