Report Title: Measure X project updates

RECOMMENDATIONS:
RECEIVE the Measure X project status report, performance measures framework, and presentations from departments in a joint session of the Board of Supervisors and Measure X Community Advisory Board.
FISCAL IMPACT:
There are no direct fiscal impacts related to receiving reporting from county departments on status updates and outcomes for Measure X funded projects.
BACKGROUND:
On November 3, 2020, voters in Contra Costa County approved Measure X, a Countywide, 20-year, half-cent sales tax. The ballot measure language stated the intent of Measure X as "to keep Contra Costa's regional hospital open and staffed; fund community health centers, emergency response; support crucial safety-net services; invest in early childhood services; protect vulnerable populations; and for other essential county services."
The Board adopted the latest Measure X funding allocations at the May 16, 2023 meeting, leading to the current state for Measure X allocations listed in Attachment A. Through FY23-24, $353.2M total in revenues has been budgeted for Measure X projects, of which $348.5M has been allocated to expenditure appropriations, leaving an unallocated balance of $4.7M in ongoing appropriations available to be allocated. The total actual expenditures for Measure X allocations to date is $77.5M.
Today's discussion includes presentations on project updates and performance measures from the departments that have Measure X allocations. More details on the status of funded Measure X projects and related expenditures are provided in the project summary document (Attachment B), performance measures summary (Attachment C), and department presentations (Attachments D-M).
